April 10, 2018 Noise Bylaw Meeting – Notice from the Toronto Noise Coalition

NOISE BYLAW DEVELOPMENT UPDATE (as of March 9, 2018)

April 10 is the time to make your voices heard!

Respond to the staff report, if possible, but also let the Licensing and Standards Committee know the noise problems you encounter and demand a new noise bylaw for Torontonians that protects our health from excessive noise. Best practices, such as the New York City Noise Code, show how this can be done.

We recommend that you:

·       PLAN TO ATTEND THE APRIL 10 MEETING – Committee Room 1 at City Hall starting at 9.30. The agenda, available April 3, may provide a specific time slot for the item.

·       MAKE A DEPUTATION – advise the Committee Clerk that you wish to speak to the item, by noon on Monday, April 9 by email: ac.ot1737326444norot1737326444@csl1737326444 or phone 416-397-4592), or

·      EMAIL A LETTER TO ac.ot1737326444norot1737326444@csl1737326444 addressed to the Committee Chair, Cesar Palacio, and members Jon Burnside, Glenn De Baeremaker, Frank Di Giorgio, Jim Karygannis and Frances Nunziata.

More information from the Toronto Noise Coalition:

We have just learned that the City has cancelled the February 26th Licensing and Standards Committee meeting that was to consider changes to the Noise By-law. No reasons have been given and we have no information about the re-scheduling but expect it will not be until April.
We will notify you when we have more details.

We have received many responses, from across the City, to our February 12th email detailing many noise problems disrupting peoples lives, studies, and businesses.

We encourage you all to write City Council detailing your complaints.
Ask them for better noise control and enforcement! If you address your comments to “the Mayor and Members of Council” and send it to ac.ot1737326444norot1737326444@krel1737326444c1737326444 it will be distributed to all Council Members. They need to hear about the problems!

WHAT’S HAPPENING?
Toronto’s antiquated and inadequate regulations are being revised. Progress reports will be provided 10 days before the meeting.

WHAT’S WRONG?
Instead of addressing the real problem and the real issues with new approaches, the City is proposing to tinker with the existing by-law and to do away with needed safeguards. Noise complaints have increased over 300%. For example, the latest proposal permits amplified sound of 85dB (like a diesel train) in your home and unlimited daytime construction noise.

WHY SHOULD YOU CARE?
Reports of the Toronto Board of Health and World Health Organization that show the evidence of the health risk of excessive noise is clear! Leading cities like New York have shown that effective noise regulation improves economic development while protecting health.

WHAT DO WE NEED TO DO?
On February 26, we need to ensure that the City will change its bylaw development process to:
Stop tinkering with out of date thinking!
Abandon the proposed 2016 by-law as a base!
Learn from applicable forward thinking best practice!
Hire experts in the field to help get this important work done!
Allocate sufficient budget!
